Position Summary:

Transportation Manager provides for transportation and transit program oversight and supervision of Transit Operator position. Researches and pursues funding opportunities and develops application for funding of transportation planning, construction, maintenance and transit programs. Prepares reports to funding agencies and coordinates transportation planning activities within the Pueblo and with outside agencies. **Note: job announce will be initially opened to Pueblo members for a period of five (5) working days.** This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.

Essential Duties & Responsibilities:

  • •Responsible for all aspects of the Pueblo’s transportation program including transportation planning, construction, maintenance, transit service, and safety
  • •Responsible for management of transportation and transit related grants, contracts, budgets, and programs
  • •Research funding opportunities and develop applications for future funding
  • •Maintain project records and prepares reports and project deliverables for funding agencies
  • •Attend meetings and coordinate with other agencies on transportation or transit related issues
  • •Prepare, approve, and track expenditures following applicable Pueblo, State, and Federal procurement policies
  • •Prepare transportation planning, construction, and maintenance requests for proposals, scopes of work, budgets, and contracts
  • •Perform roadway and traffic data collection activities, data analysis, and updates to transportation inventory
  • •Review and provide comment on Plans, Specifications, and Engineer’s Estimates (PS&E) for road construction projects
  • •Management and oversight of construction projects and contractors
  • •Develop project priority list, improvement plan, and update Long Range Transportation Plan as needed
  • •Prepare documents, maps, presentations, and resolutions for review and approval by Governors and Tribal Council
  • •Responsible for ensuring proper working condition, cleanliness, and maintenance of transit vehicles and equipment
  • •Occasionally serve as backup driver for transit program when needed
  • •Responsible for setting staff and vehicle schedules and service routes
  • •Promote outstanding customer service to Santa Ana Tribal Members and general public
  • •Responsible for supervision of Transit Operator positions
  • •Performs other duties as assigned

Minimum Qualifications:

  • Bachelors’ degree in civil engineering, planning, or other related field plus three years of supervisory experience; or equivalent combination of education and experience. Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check, have a clear driving record. Must possess and maintain a valid New Mexico driver’s license and be insurable under the Pueblo’s insurance.

Knowledge, Abilities, Skills, and Certifications:

  • •Knowledge of Insurance coverage levels and claim filing procedures
  • •Knowledge of transportation planning process
  • •Knowledge of road design and construction fundamentals

  • •Display strong verbal and written communication skills
  • •Must be a detail oriented, organized individual with the ability to multi-task
  • •Must have the ability to read, analyze and interpret basic instructions furnished in written, oral or diagram form

Physical Demands:

While performing the duties of this job; employee must be able to lift up to 25lbs; requires the ability to be able to sit for long periods of time, to bend and twist the neck and body repeatedly, and to maneuver arms in a continuous repetitive motion. Stand, walk, turn, use hands and fingers to handle and feel, reach with hands and arms, talks and hears. Good hearing and visual acuity are required; must be able to work at a fast pace and in stressful situations. Must be able to maneuver around the office and the facility as needed to collect all necessary documents. Shift gears within vehicles that are not automatic shifting. Must be able to works various hours.

Work Environment:

The noise level in the work environment is usually normal. Employee must be able to operate vehicle in a safe manner during periods of inclement weather.
